The Supreme Council is a Ritual Body presided over by the Sovereign Grand Commander and composed of all the Brothers awarded the 33rd degree, who are divided into: Active Members, Emeritus Members, Free Members, Members of the Honor Roll.
The meetings of the Supreme Council are called Convents, which are divided into Sovereign and Ordinary: only Active Members and Emeritus Members participate in the former, while Free Members and Members of the Honor Roll also participate in the latter.
In the Sovereign Convents, all decisions concerning legislation, administration, discipline, ritual, relations with other Masonic powers and with the Profane Authorities are taken.
In the Ordinary Convents, decisions are made regarding the constitution or dissolution of dependent Bodies, the organizational problems of the Regions are examined and the investiture ceremonies for the 33rd degree are carried out. The Sovereign Grand Commander represents the summit of the Scottish Ritual Pyramid and is the legal representative of the Masonic Jurisdiction Malta & Italy & Spain
He is elected, like the other Grand Dignitaries, by the Supreme Council in the Sovereign Convent, holds office for eight years and can be re-elected only once.
In addition to convening and presiding over the Supreme Council, the Administrative Council and all the Commissions, he signs all official acts, Decrees, Degree Patents and Bulls; he can grant “motu proprio” increases in Light up to and including the 30th degree.
In the event of temporary impediment, all his functions are assumed by the Lieutenant Sovereign Grand Commander.
